Judge Walker was born in the Clinton Hill section of Brooklyn, New York. His family later relocated to Hempstead, Long Island. Shortly after his graduation from Uniondale High School, Judge Walker enlisted in the United States Navy, serving as an Aviation Electrician’s Mate, working on various aircraft including F-14 and F-18 Fighter Jets. He served aboard the Aircraft Carrier, USS Ranger, in Operations Desert Storm and Desert Shield, in the Persian Gulf, and Operation Restore Hope off the Coast of Somali. During his final tour of duty, he was selected and assigned as a Naval Instructor, a post reserved for the top 5% in the military. At Miramar Naval Air Station, in San Diego, California, he taught repair and maintenance of aircraft navigation systems to joint Navy and Marine personnel. It was during his time as an Instructor, that Judge Walker attended college in the evening and weekends, earning both an Associate of Science and Bachelor of Arts Degrees, Cum Laude. Upon his Honorable Discharge from the Navy, Judge Walker applied and was accepted to Hofstra University School of Law, graduating with his Juris Doctorate in 2001.
After graduation, Judge Walker moved back to Brooklyn, and worked in private practice concentrating on Civil Litigation. Thereafter, he became the Principal Court Attorney to the Honorable Kathy J King, serving in both Brooklyn Civil and Supreme Courts. Judge Walker successfully ran and was elected as a Judge of the Civil Court in Kings County in November 2012 and was assigned to Brooklyn Criminal Court in January 2013. While in Criminal Court, Judge Walker Presided over two newly created Courts. Seeing a need for specialized services for Veterans of the Armed Services who found themselves involved with criminal matters, he helped create the Brooklyn Misdemeanor Veterans Treatment Court. Judge Walker was also appointed as the Presiding Judge of the Young Adult Court, which is dedicated to individuals, ages 17-24. Both Courts were the first of their kind in New York State, and the model for others to follow.
Judge Walker was most recently appointed as an Acting Supreme Court Justice in August 2018 and selected to be the Presiding Judge of the new Youth Part, in Brooklyn Supreme Court, Criminal Term. He presides over criminal cases of both juvenile and adolescents, 13-17 years of age, who have been charged with both violent and non-violent felony offenses. The Youth Part was created based on the newly drafted “Raise the Age” legislation which not only raised the age of criminal culpability for 16 and 17-year-old youths, but also instituted new Alternative to Incarceration guidelines and procedures.
Judge Walker is admitted to the Federal District Court for both the Eastern and Southern Districts and is a member of various Bar and Civic Associations.
